国外科技计划项目数据汇交政策及对我国的启示

科技计划项目数据汇交政策是保证科学数据有序汇交的前提。在调研国外科技计划项目管理机构、学术期 刊机构、相关数据组织等三类机构的现有数据汇交政策,并对比美国自然科学基金会（NSF）与我国科技部国家重点基 础研究发展计划（973 计划）资源环境领域项目数据汇交的政策差异的基础上,指出国外科技计划项目数据汇交在数据 汇交政策制定、数据质量控制、数据产权保护、数据共享服务等6 个方面对我国的启示。     

科学数据引用规范的研制

科学数据的引用可以明确数据归属,通过引用量的分析可以对数据的科研价值进行客观评价,这对促进 数据的传播和再利用将起到很好的推动作用。本文首先介绍了国内外数据引用方面的研究进展;然后借鉴国际上已有 的研究成果,针对中科院“数据应用环境建设与服务”项目的数据管理特点,制定了科学数据引用规范;最后对规范的 实施情况进行了总结并提出了进一步研究方向。     

Proving Value and Improving Practice: Using System Data to Analyze User Behaviors

Today's library systems collect and supply a wealth of transaction data. The unobtrusive data collected by these systems can help us understand our users' search and information-retrieval behaviors. Analyzing user behaviors challenges or reinforces our practices, and the changes we make should not be simply consumer preferences but based upon the analysis of usage patterns and search behavior. Institutions of any size can use a cyclical grounded theory model to look at the unobtrusive data that is available from systems such as WorldCat Local, Google Analytics, and others to reveal our users' information-seeking behaviors.

The author's model shows how system-generated data can be a part of an assessment strategy for ongoing improvement that can be implemented by small academic libraries. By articulating inputs consisting of goals, users, and performance indicators, and by utilizing a grounded-theory approach, libraries can observe behaviors that can inform, as well as reveal, outputs.     

RFID: A New Technology in Library Management Systems

RFID is an acronym that stands for the radio frequency identification. RFID uses wireless radio communications for unique identification of people or assets. This article explains the technology, how RFID tags work, and, more important, their various uses in libraries.     

Interlibrary Loan Assessment: Assessing Services in a Small Private College Library's Interlibrary Loan Department

Assessment is a required component of strategic planning and decision making in any library. Interlibrary loan surveys can provide data regarding user satisfaction levels for accuracy, thoroughness, convenience, and turnaround time. As interlibrary loan librarians at D'Youville College, we believed that our patrons were satisfied and impressed with the library's recent service improvement initiatives. However, we did not have any concrete data that would help drive future strategic decisions. We were short on staff time and resources and wondered how a small library staff could create an assessment tool and then analyze the results.     

Developing a Data Narrative: Analyzing Trends in an Academic Interlibrary Loan Department

Between 2010 and 2015, interlibrary loan request rates at Albertsons Library at Boise State University were observed to be in decline. This study details the efforts to explore this trend and to determine a cause using existing data available through the OCLC Atlas ILLiad Web Reports interface. A simple but effective method to analyze these substantial reports is presented and practical examples of analysis conducted at Albertsons Library are discussed. By looking at factors such as usage patterns, new user registrations, and cancelation language, the decrease in borrowing and lending requests was confirmed and attributed primarily to decreases in graduate student ILLiad registrations and a lending ebook deflection implemented in 2015. Additional, focused qualitative assessment and updates to user interfaces were recommended as a result of the study.     

Further Reflections on the WorldCat Collection Analysis Tool

This article focuses on a recent enhancement to the WorldCat Collection Analysis tool, the Interlibrary Loan Analyses module, exploring the possibilities that this enhancement offers for strategic collection development. The study concentrates on the tool as a way to assess the impact of the recent growth at North Carolina State University in biomedicine and human medicine programs. The research contained in this article originated from a session presented at XXVII Annual Charleston Conference, which was held in Charleston, South Carolina, on November 8, 2007.     

The Use of Web of Knowledge to Study Publishing and Citation Use for Local Researchers at the Campus Level

This paper provides information on a research project undertaken at the University of Arkansas in Fayetteville to study publications by the campus researchers with an emphasis on the STEM (agricultural sciences, physical science, biological sciences, engineering and mathematics, etc.) disciplines at the macro level for a 3-year period. The overall objective of the study was to provide evidence-based data of periodical use to assist with collection decisions and to identify collection strengths at the university level. We used the Web of Knowledge database (Science Citation Index, Social Science Citation Index, and Arts and Humanities Citation Index) to identify the periodical literature in which our researchers published and those that they cite in their publications. We also determined the extent to which our researchers are publishing in and citing periodicals from the Elsevier, Wiley, and IEEE journal packages. A methodology for extracting citations from Web of Knowledge into an Excel spreadsheet is also provided.     

SFX Statistical Reports: A Primer for Collection Assessment Librarians

SFX, an OpenURL link resolver, was implemented at the University of Illinois at Urbana-Champaign Library in late 2005. Data from the SFX statistical reporting package are providing yet another look at how library users navigate and utilize electronic resources. However, unlike other statistical reports, such as electronic use statistics provided by vendors, SFX data cover both successful and unsuccessful links, meaning that libraries can identify items patrons wanted, but which were not (for some reason) available. And while SFX cannot totally replicate use data from publishers (since it cannot track bookmarked links resulting from use outside the library's links), it can provide statistical use data in place of publishers who simply do not offer this service, which often includes smaller or more specialized publishers. SFX data also cover multiple databases and vendors, combining use and nonuse data in one statistical package. This paper provides an overview of the 20 established statistical reports available through the SFX statistics module. Suggestions are offered for how the data from these reports can be used to answer questions about how academic journal collections and their indexes are being used and what users need but are not finding.     

Electronic Resources (ER) Librarians,Usage Data,and a Changing World

SUMMARY

What factors affect the handling of usage data? What skills does an electronic resources (ER) librarian need to work with usage data? How do they solve problems innovatively and contribute to the library's efforts to deliver digital information? First and foremost, ER librarians need a firm understanding of the libraries in which they work and what innovations or adaptations are appropriate. There are no true answers to the question of how to handle usage data, which leaves the field open for innovation and customization.
